Based on my experience I would estimate that anyone's first and/or second mini will probably be a bit shoddy. After that you can look forward to a long line of reasonably decent paint jobs. And you can always hit the first few with some acetone or turpentine and paint them up again. Acrylic paints are super easy to work with too. My biggest problem has been the paint chipping or rubbing off (more with metal than plastic minis). I've tried dousing them in varnish and some other finishes but that doesn't really seem to help much. It probably has more to do with my tendency to throw all our minis into one big jostly box than the materials I've been using. I certainly agree with that, my first miniature wasn't too bad, but it wasn't great either. I believe a miniature of Gandalf was my first painting. It is especially fun when, after you learn the basics, adding special touches to the figurine such as blood (such on my Dwalin miniature) and environments (such as Snow for my Space Wolves. To be honest, I don't know what type of paint I use, it is the Citadel System (so not the cheapest), but it really makes painting a breeze and it takes a lot to chip the paint (unless you forget to prime a miniature). AAAAAH THE WORLD IS TURNING UPSIDEDOWN!!!!

I use a few Citadel paints relatively frequently (I wind up using a lot of my mini-painting gear in my leather work). I'm not sure if I can speak for the full line but at least the ones I use are acrylic. I only use primer on metal minis and even then they seem far worse for chipping/wearing than plastic minis (which I don't generally prime).
Coincidentally, when I go to conventions (at least at PAX) it isn't uncommon for somebody (usually Reaper) to set up a booth/stall where you can get a free mini and paint it. It winds up being a rush job (you only get 30-60 minutes before they have to pump you so someone else can sit down) but it's a great way to try it out without investing a dime. You could pick up a few unpainted minis and some starter paints then and there too.

It's unfortunate but not particularly surprising. International shipping is routinely expensive and a pain in the neck for businesses. It can be difficult to predict customs or tariffs and if you're shipping anything over about a kilo (about 2 lbs) it gets progressively more expensive. I can't think of any company that wouldn't love to send products all over the world but getting across the Atlantic or Pacific is kinda a big deal.
