In one of my favorite comics, Elf Quest, there is a forest the characters must go through. Life in the forest is scarce. All over - in logs, on tree roots, attop birds nests - are lumps of web. Most are small, no bigger than fox sized, but a few are large and vaguely humanoid. This is the work of the preservers, small fairy-like creatures who were charged long ago to collect and preserve food for their master. They were abandoned but do not quite understand, continuing the task they have been given. A preserver can shoot sticky weblike material from its mouth. When they find a creature sleeping, they cover it in the web, preserving it. While bound, the creature does not age, decay, starve, think. It is as if they are suspended in time. The preservers wear no clothes besides a hat made from nature. They have no hair, no real gender and their skin is colorful, either green or purple or yellow, etc. They speak in broken common like "we wraps em up tight tight!" Or "petalwing go flit flit right past big nasty point ear".
I plan on using them in a campaign and was wondering how I would go about statting them. Obviously, they would be fey, probably tiny sized.

It would depend on when you want to implement them. Based on what level and system you are using you could go from there. I would also factor in the ecology of the creatures, in that they would most likely attack in a group and gow that changes their tactics and effectiveness. The only thing I would suggest about the web is that there is a decent chance for the players to get out, but the nice thing is that it isn't lethal when in full effect. I like the monster and environment because of how creepy it sounds.

They aren't really malicious and can actually be friendly but they do get pretty upset when you cut open a cacoon.

Giving them stats is only important if you anticipate your players are going to fight them. You can skip it entirely by eliminating that option with magic DM hand wave action. You don't have to explain it to the players, though you might want to have an idea for why its not possible to engage them in combat, e.g. they're empathic and sense hostility, and quickly go invisible/phase into the fey realm/etc before a hostile creature even has the chance to attack.
That might not be a satisfying course of action for you or your players, though. If you really want to give them stats, we need to know the system first.
I'm not familiar with Elf Quest, but a quick Internet search suggests they're basically pixies with a different ability set. Assuming you're running D&D 5e, I would take the Pixie (if you have the Monster Manual?), remove any of the innate spellcasting options you think are inappropriate, and give it the Web ability from the Giant Spider, with a slight modification: if the creature is already restrained by a preserver web and gets hit by another web, he is permanently encased (and preserved, as you described) until freed by another creature.
Have a backup plan in case the entire party gets permanently encased, as it would be kind of a downer to end the campaign that way. For example, an NPC encounters the coccooned party and frees them. Perhaps he's friendly with the preservers, or resistant to their webs and fearless of them.

Oh right I should have told you my system. Im using 5e. I don't have an mm but ill most likely get one for christmas. Ill check out pixies when I do. Thanks a ton. Ill work with the stats and post them here in case anybody want to use them.

I agree with @nevvur, if you really need to stat them just recycle the pixie, with minor adjustments of course. I just wanted to comment and say thank you so much, you brought the preserver to my attention and fixed the next part of my adventure. Thank you soooo much

I just wanted to comment and say thank you so much, you brought the preserver to my attention and fixed the next part of my adventure. Thank you soooo much Really? How did i fix your adventure. Long story short, the party had an extended period of "cinematic travel" to a new city. They got a mission and were going to have to travel to a dangerous place NO ONE goes to. Problem was I didn't want another cinematic travel scene and the woods they are going to travel through needed to have an abandoned feel to them because of the close proximity to the danger area they are traveling to. But on the other hand, I needed a reason that the threat itself didn't travel/inhabit the woods itself. So a little tweaking to my world and they concept to the origins of the Preservers and I have an interesting encounter that stays isolated in the woods for my party to encounter on an otherwise uneventful travel to the danger area.
