So I'm introducing the idea of fetishes into my homebrew setting, minor magical items that can cast cantrips. They are something of a niche item, to give casters access to other cantrips, and to provide additional tools which non-casters can wield. Their creation and use is as follows:
A fetish is a magical item that any spellcasting class can create, to cast cantrips they have not mastered. Though they do not require attunement, they do require the expenditure of a spell slot to give a charge duration. The spent spell slot determines how long the fetish can be used, its spellcasting level and its spell attack bonus/save DC. Once charged, they can be activated by a command word or gesture chosen by the crafter at the time of creation.
Each fetish is made for a single cantrip. The initial creation of a fetish requires the expenditure of a spell slot, which sets the highest spell slot level it can be charged with. The creator also requires exotic materials with a gold piece value based on this spell slot level, and a ritual that lasts one hour per spell slot level used.
Slot Level = Cost = Spellcasting Level = Attack-Save = Duration
1 = 100 = 1 = +3 / 12 = 3 hours
2 = 200 = 3 = +4 / 13 = 6 hours
3 = 500 = 5 = +5 / 14 = 12 hours
4 = 1500 = 7 = +6 / 15 = 24 hours
5 = 5000 = 9 = +7 / 16 = 36 hours
6 = 20,000 = 11 = +8 / 17 = 48 hours
For example, a cleric could create a Sacred Flame fetish, knowing that his party will be facing zombies! He spends 500 GP worth of materials, and a 3rd level spell slot to give the fetish its maximum spell casting level 5. Upon creation, the fetish will last for 12 hours before its charge fades, and casts Sacred Flame with a spell save DC of 14 for 2d8 radiant damage.
A couple days later, they're still fighting zombies, but the cleric needs to preserve his level 3 slots, while still providing for radiant damage for his adventuring buddy. He spends a level 2 spell slot to recharge it, granting it a duration of 6 hours. The spell save DC is only 13 now, and the damage is reduced to 1d8 since the spell casting level is 3.
He could recharge it with a level 4 spell slot (or higher), but since it was created to hold a maximum charge of 3rd level slot, the fetish would still only use the level 3 spell slot stats.
