This idea is somewhat inspired from all the moon-talk from the other thread as well as Dark Souls 2.
Watersedge, a small coastal city well known for its draconian law. An oppressive air hangs thick around the city's prison, which is peculiarly located in the middle of the city's harbor, connected to land by a thin promenade. Most criminals who are caught eventually end up in one of the many floors of the prison, where unspeakable punishments take place.
While no prisoner is actually sentenced to capital punishment, those who commit the most heinous crimes are eventually imprisoned into the lowest level, and often as little as one mere day. Little do they know, the lower floors of the prison are actually constructed at the water-level, and serve as the city's execution grounds. During low tide, these floors are cleaned and restocked as necessary by prison staff. During high tides, these floors are fully submerged along with those housed within.
As a hook, someone the PCs know, or one of the PCs can be sentenced to imprisonment in one of these lower floors for one day. After the rest of the PCs find out the gravity of the situation, they will either have to break their friend out, or find some way to save them from drowining. If they do survive (water breathing, fashioning some sort of breathing device, etc), they will be let go the very next day!

It would be pretty epic if the players have to somehow get into the prison, and on that level in time to save their wrongfully accused friend, or even save the bad guy that is the only one with the info needed to do some good in the world. They have to smuggle in the ability to save the person who would otherwise drown. Using deception and clever ploys to continue to do more crime to get into the level without giving up their morals and doing things they would otherwise deeply regret.

This place would work best in a low to medium magic world. Otherwise everyone would have water-breathing, dimensional gate, tiny hut, or whatever else available.

I'm reminded of a punishment in my favorite fantasy series, Malazan Book of the Fallen, as occurs in the nation of Letheras. Criminals are made to walk across the bottom of a canal, laden with weights commensurate to their crime. Most people drown, even petty criminals, but the few who make it are exonerated.
It's also quite the public spectacle. Obviously that wouldn't work with this prison, though it may be interesting for the warden to have an observation deck and occasionally invite guests over for the show. Maybe that's one route for a party to gain entry and stage their rescue.

I don't know about those land-loving people, but I would definitely watch the show as a mermaid!
