Reflavored Chain Devil, Jailer Orc

I'm building out a dungeon for my level 8 players that's primary gimmick will be rescuing prisoners. I liked the idea of having something like a Chain Devil being a jailer, but the flavor I've set up in advance didn't jive with using fiends. I mashed up traits from the Orc War Chief and the Eye of Gruumsh into the Chain Devil to create this guy. Took away the damage resistances and immunities but gave its Chain attack a little extra bite. Built on Improved Initiative.
