So I have an idea for a character that would be great if paired with another character, especially a paladin, barbarian, or a fighter. Basically, I want to create a Goblin who thinks he's a sentient weapon and wears armour with spikes on it. He curls up into a ball and has a chain which another character can use to swing him around and smash him into stuff. He can also stab people who are just out of reach, spin himself to assist with hitting enemies, or be thrown completely and "transform" to Goblin form to surprise enemies. Now I considered making a combination of rogue, monk, and bard to do this. However, I realized that this doesn't really capture everything I would like him to be able to do. I thought about making a class, but that seems a bit excessive, especially all I can think of as his abilities is that he gets swung around and smacked into people as well as some of the other things I mentioned. Perhaps if he levels up he becomes enchanted or somehow a better weapon? I don't know. Perhaps a subclass is best, but I don't know which class the subclass would be from. Does anyone have any recommendations on what to do?

Honestly? I think the easiest way to handle this is to simply treat him like a heavy flail when he's being used that way. Just give the "item" a bonus to hit and an extra attack as its abilities. These are nonmagical effects, of course, unless he gets his hands on some enchanted armor spikes or daggers.
It would be a heckuvalot easier to simply treat his "on-foot" stats totally separately as a regular goblin character; maybe burn a feat or two to represent the training required for this bizarre skill.

Thank you for the advice! I think I’ll do just that. However, there is one thing I was also considering (perhaps there already is a subclass for this) is to have the goblin in flail form rolling around and smacking into people when he is free from a weapon user. What is the best way to do that? Using a feat?

That’s a charge attack. If you feel like beefing it up a little, there’s a few feats that you could rip from 3.5e that might be the flavor you’re looking for: powerful charge and reckless charge make charges hit harder.
You could maybe do something with the Stagger class feature from the Drunken Master (you don’t have to charge in a straight line) and the Spring Attack feat to make your little wrecking goblin pinball around off of multiple enemies (provided he has enough attacks of course).
