Magic turtle squid? I'm seeing this as an elemental, native to the plane of water. Possibly an ally to aquatic druids.
Or maybe you could go in a totally different direction and make this a wizard's experimental oceanic lackey, the unnatural union held together by the runes carved into the shell.
