Hopefully some of you can help me out here. I remember seeing a post not too long ago about a game approach where you and a group of friends build from the ground up by turns. The premises I remember:
Each action costs a certain amount of points
You can hold your actions to save points
Start with building land
Placement of terrain features (forests, mountains)
Place races
Establish significant events
etc
I know that's vague, but I can't quite recall where I saw the game at, and it's been bugging me lately.
