I've been working on fleshing out an idea for a city inside of my normal campaign. Although I want the logic to be fairly reaaonable. Well, reasonable for D&D of course. I'm running 5e but I'm fully willing to incorporate items/deities/magic from 3.5.
The town is peaceful but there is something slightly off about just how calm everyone stays about everything. Even the visiting merchants begin to show an unusual compliance to all aspects of this city after just a single nights stay. After leaving for a day or two the merchants regain their original demeanor. Nothing is keeping people here but while they are here thear personality gets an overhaul.
The catch/hook, the towns mayor, or Lord, is a Bard who has found a way to amplify his musical ability to the point he can encompass the entire town. He has to reinforce the magic every night to keep the town at peace. This is why passers-by aren't affected but those who stay overnight seem to develop a newer personallity.
It stood to reason that the bard would have a powerful magical instrument. After some research I found that the Ollamh harp has the qualities that I'm looking for, except one. The harp doesn't state anything about increasing the bards effective range. To encompass a small town he would need a boost of some kind. Whether it be another magical artifact or spell I would be too picky. The bard himself won't be the BBEG, instead he's more of a bumbling who accidently found power and is trying to make good use of it. Due to ignorance, he fails in an epic way though.
The spell or magical item are what I'm having trouble finding. My players aren't even near this city yet so I'm not in a hurry. I just thought I'd see what the hive mind could think up.
