Mannah na Mahna
(city of Mannah on the Mahna river)
a city on the edge of Vátá desert, subtropical climate, inland, in a cavern
population about 35k, multicultural
structured in levels

Brief History: founded in last era by dwarves, but those were driven to retreat into the underdark. It was rediscovered 300 by a clan of desert barbarians (with direarmadillos) led by Tralala (who still kinda lives). Tralala now has a statue no the bottom.
30 years back, the city was taken by a foreign forces of Kalakracia.
Citizens of Mannah don't like them, but due to permanent surveillance and ban on arms, the situation remains unchanged and under unchanged conditions unchangeable.
Traditionally in the city, a caste system is used. Status of a man is determined by a color of tattoo under left eye (white<green<blue<black). Women do not have to be tattooed if they don't want to. Color of tatoo can be changed based on circumstances.
Main income of the city is mining sapphires and cultivation of spices by the river of Mahna
Structure of city: from the west, river Mahna flows in the city forming waterfall that continues into a hole (all the way into the underdark)
trash is hoarded in abandoned mining shafts
feelings evoked: not-so-clean, atypical architecture- unique to only this city, waterfall roars, near the old shafts terrible stench, on the market sharp scent of spices, merchant shouting
poor people are quite relaxed but the ritcher, the more tense they seem to be (political unrest)
fortifications are completely missing (denied by the Kalakracian overlords)
Kalakracian garrison of "peacekeepers" is paid from Mannahs city coffers
City is officially run by appointed man - fat bald unmarked stranger
but in fact by a council of blackmarked, with the strange having the right to deny
Criminals are either sent to the mines or they disappear (that Tralala is actually a litch-bard and those missing prisoners- quite many of them- are meant for his phylactery, he is just sittin there not caring but could be persuaded to help drive out the Kalakracians)
when there's to be a fight, the bottom of Mannah i cleared and arena is built. People can watch from the bridges or even directly from home
