A dark blue and faded purple cloak with a hood. It allows the wearer to cast the spell Dream once per day as an action. The wearer must attune to this item and be able to cast the spell themselves before using it.

Questions: - Twice per day instead of once per day?
- Should the user have to already be able to cast Dream, or can anyone nab it?
- If a nonmagic user does attune to it, should there be the possibility of backlash for a failed DC 15 check (10+spell level)?

I like it. Once per day is fine for a free 5th level spell. This feels like a utility item that benefits the entire group on some level, so I like the idea of any class being able to attune to it, and without danger. However, as a DM, I wouldn't seed this item til my PCs had access to 5th level spell slots, maybe a little earlier if I wanted it to feel like a big reward and not just a plot device, which it totally would be if my players got their hands on it.

activation = Wisdom dc 10 save, they need to calm their thoughts enough to relax and sleep/cast.
I think if there was backlash, it should apply to everyone and not just non-magic users
having said that, the backlash should be that the person (and their companions) are trapped in the dream world, so like neo in the matrix-have to find an exit, or the team in inception-have to find the trigger that can get them out of the cycle.
I would also have that using this item attracts psionic creatures, or ethereal creatures like blink dogs, hags, displacer beasts, pixie, ghosts etc. items and characters should not exist in a vaccuum, and this would link them into a larger world.
