9/10. I've pretty much only played 5e so most of this was pretty simple, but I messed up on the thrown weapon. Previously I had ruled against a Barbarian adding his Rage to a hand-axe, due to the fact it was thrown and I felt the term 'melee weapon attack' specifically implied making an attack with a melee weapon in melee range. Looking at it now it sort of makes sense within the 5e context so I guess I'd allow the Rage damage to apply to hand axes and the like from now on.

This thread seems to be full of very experienced DMs who know the rules well so I have a question for you. Do you let any class dual wield weapons and what classes do you give bonuses to and which are penalised?
The situation is my rogue likes to dual wield daggers which I am totally fine with but my Bard now also wants to dual wield scimitars, should I still let him add his modifiers to his weak hand or just not the proficiency, what's your thoughts?
Any help much appreciated!

Refer to PHB p.195 - "When you take the Attack action and attack with a light melee weapon that you are holding in one hand, you can use a bonus action to attack with a different light melee weapon that you're holding in the other hand. You don't add your ability modifier to the damage of the bonus attack, unless that modifier is negative." So yes, a character of any class can dual wield two light weapons and make a bonus attack using their bonus action, as long as the weapons have the "light" property. Scimitars have the "light" property, and thus would be included in that general rule. Unfortunately for your bard, his/her class is not proficient with scimitars, which is a martial weapon. As such, the attacks will be made without the proficiency bonus anyway. If your bard wants to dual wield something that does 1d6 damage with a proficiency bonus, consider shortswords. Also note that there are exceptions to the above rule, such as classes with the Two Weapon Fighting Style (Fighters and Rangers) or the Dual Wielder feat, listed on PHB p.165.

Another rookie question for the quiz masters out there!
Do I add my proficiency modifier to armor my character is proficient in?
If I had a Druid wearing +1 Hide armor is it: 12 + Dex(+2) +1 + Proficiency (+2)
That looked far to complicated hahaha! Is my Druids AC 15 or 17?

Refer to p.144 of the PHB, under "Armor and Shields". Proficiency in a type of armor means your character can wear said armor and do so efficiently. If you do not have proficiency, you make all ability checks, saving throws and attacks at disadvantage.
The AC (and related calculations) of any given piece of armor is listed in a green table on the bottom of p.155 or the PUB. These never include your proficiency bonus.
In the case of your druid with +1 hide armor and a +2 dex modifier, the calculation is: 12 (hide armor) + 2 (dexterity) + 1 (magic) = 15 AC.

Thank you for clearing this up. I was looking back on a character I had made months back and couldn't figure out why I had written 17 as my AC, it seems it's because I can't add or I am a cheat :-P
I did think 17 was a bit beefy for a lower level Druid :-D

What spells could charm a Dragon? If a dragon can be charmed? I have a player who is obsessed with the spell "Suggestion" and often does very little in combat other than burn his spell slots and sorcery points casting suggestion.
For context I am running the starter campaign and party know about Young green dragon VenomFang.

Suggestion can in fact "charm" a dragon. A sufficiently old dragon will have legendary resistances, however. . .
