I have some players that are likely to finish their current campaign in a few months. I have an idea for a high level campaign that would be very heavy on conflict and often difficult. My players seem to enjoy this type of scenerio so it shouldn't be to bizarre for their preferences.
Here's the meat! A vampiric Lich has taken over the collective population of Illithid. The Vampiric Lich had taken over the Elder Brain and now has control of the Mind Flayer collective.
In the meantime, the Mind Flayers have began taking entire populations of any stray settlements.
I need some advice on how to pull this off. I have some ideas but I definitely want to fine tune the encounters. There is lots of room for nearly every race and beast.

Would the only other vampiric entity be the elder brain? If so, then there is a lot more that you can do in terms of trying to sneak things past the party. There will certainly be a break point though when either the townspeople let slip they are being controlled by the mind flayers, or that the mind flayers are controlled by the vampires. The other method is certainly that they have heard about the settlements that have been taken over, that way the second they interact you can start the battles and they can decide how they want to handle everything from there.
