This is a persistent homebrew item to be carried by my wife's Rock Gnome Artillerist Artificer. It will improve over time the more her character experiments with it. We had originally concocted the idea of a time traveling character when we thought my campaign was going to start while she was pregnant/when our toddler was still very young and it would be an easy excuse to have her pop in and out of games. The time travel device would malfunction and POOF! She'd be gone. The campaign ultimately began when the kid was old enough to be counted on to nap, but the time travel character stuck. Also to note, my players level up at the conclusion of story arcs together, I don't use experience points, hence the base mechanic of level fluidity. My favorite detail is the magic crystals in the face of the buckle are arranged in the same pattern as the Flux Capacitor.

I love the malfunctioning bit but personally I avoid time travel at all costs

How did I miss this post! Thanks Koldik Steelskin for bumping this one. As always, wheretheresawil you are killing it with the art. I like the bullet time, feels like an interesting middle ground of Action Surge and Haste. I'm not sure if I would let it be the once per short rest or more than that. The level adjustment would be insane to manage at the end of long rests. That said, having used D&D Beyond more, I think it would be easier than ever before. Have you had this actively at a table yet?

The level fluidity system has actually been super manageable because my wife built out her entire character in a Google Sheet through level 20 with a bunch of dependencies in place. So she rolls her D6 and then just has to pick the level she's at from a drop down or however she built it, and she's been on top of reminding me that she has to roll for it.

That's awesome, and I love that she made a fluid Google Sheet to leverage. I don't think I have ever had a player go to that length with their character plan and building their character sheet. I have more of the, take their sheet for safe keeping after session, set of players.
At this point how many levels has the item been in play? Has it ever felt really powerful from the level above, or really crappy from the level below?

At one point pre-campaign we were talking about the level fluidity and time travel mechanics behaving sort of like a second subclass (she's an Artillerist Artificer out of the book), so she gained the Level Fluidity feature I think at third level, and she tanked a young blue dragon's breath weapon at fourth, which seemed like a reasonable way to me to supercharge the belt enough to unlock the Bullet Time feature. The party is currently sixth level and it's never felt terribly over-or under-powered so far. One of the features I eventually want to unlock is an enhanced level fluidity where she rolls a D10 instead of D6 and the level sway increases to a -/+2. That probably won't come online until at least level 10, though.

I flipping LOVE this idea! One of my players is a warlock with a reskinned Dao patron who calls itself the Clock Keeper. The CK is all about releasing potential in the world (though it does have counterparts who are dedicated to keeping the world balanced or storing potential). Because of the clocky nature of the patron, my warlock has started manifesting somewhat mechanical elements to his magic. This has inspired the player to pursue a level in artificer. And I think he's going to find some blueprints for an item that will increase his AC due to the bending of time...........
I've already mentioned the Mobius Belt to the player, who is very interested in level flexibility! I'll report back when I have more findings!

Whoaaaah! That's a wonky, weird, interesting item! The only critique I have is that it could get a little cumbersome managing your class features if you're strict about effectively changing level every long rest. Have you playtested it? Does it tend to go smoothly?
Also, I dread the thought of a monk going bullet time on me.
