I have a Monk with two levels of Moon Druid. When I reach level five Monk and have two attacks and I shift into say a bear with two attacks, do I get two extra attacks for (giving me four) then a bonus action for an unarmed strike. Seems like a lot of attacks but it also seems like that is how it should be. I know DM's won't like it but what would you rule?

I am not familiar with 5e, but I would guess that you would only get the attacks of a bear or whatever you wildshape into.
