In a recent episode of the PodCast there was a question or discussions of can a DM limit what races are available to the players. The person asked about Orcs and Half Orcs also that he was modeling his world after Toliken.
Besides that of a blanket “yes”; yes that a GM/DM can do what they wish within their world. A reason usually is needed and any reason can birth a thousand ideas and legends within your world to give it greater style and story.
I’m trying not to get to esoterically in response. Player characters are generally defined of those creatures with free will to whatever wrongs or rights they wish. In general words I would call that a soul. Players can play any creature with a soul or that is not constructed into existence.
Peter Jackson’s Orcs. (Lord of the Rings) That they were elves that were caught and then ruined and more or less hatched into existence at adulthood size and stature. These creatures had no free will and were basically programed with a hatred of man and all things good. I would call these soulless.
According to the oldest "theory" proposed by J.R.R. Tolkien (found in The Fall of Gondolin, from The Book of Lost Tales, circa 1917—the first tale of Middle-earth to be written in full), Orcs were made of slime through the sorcery of Morgoth: "bred from the heats and slimes of the earth. I would also call these soulless. They had no free will what so ever.
In either case they the Orcs are not from procreation but constructed. Which a lot of creatures, monsters are that are not player characters. Just stating these few paragraphs if you want to justify your reasons for not allowing them to be played as player characters.
In my world I only allow players to play characters with free will.
