Given the answer to 2... 6. What designates that the monarch can no longer rule? (I also realised this kind of answers 7.) The Monarch is determined by divine intervention, that is through the Crown of Vasoror. This powerful artifact protects the monarch from danger, but also judges them. If they ever fall out of favour with the gods the Crown teleports from the head of the King to the head of the worthy successor. It is impossible to remove the crown from the head of one who it has chosen. Maybe it takes the form of a halo?

What designates the monarch can no longer rule? When he/she either dies or no longer has the loyalty of her people. I voted for elective monarch because of where Vasoror is located. It looks like it would be cold, harsh land that would require a tough people and a tougher leader to hold them together and survive.
What happens when the reigning monarch can no longer rule? Once a leader has demonstrated through personal or tactical failings that she can no longer further the glory of Vasoror, the clans come together and hold a Kingsmoot. Candidates put their names in and must be backed by a certain number of people to be considered. The decision can be made through a series of debates/arguments and tetimonies from the clans of the deeds done by the candidates. There can also be trials given to those considered, such as bringing back the most fearsome kill from a hunt, or successfully leading a small raiding party against an opposing town, or straight forwardly besting their opponents in arena style combat.
