Delta Major Belt: DMB Forum's Sci-Fi Setting

The stretch of space known as the Delta Major Belt(DMB) is a long trailing arm located near the center of a large spiral galaxy. This is the basis on which we'll craft, collaboratively, a Sci-Fi Setting to compliment and contrast our fantasy world of Deimbe.
It's up to us to populate the star systems, forge and topple cosmic empires, develop alien Races, and fill this setting with the best of characters, from mad scientists to space pirates to weird, mutated alien life. Are you up for the challenge?
The bulk of the World(s)-building will be done using tables and guides from Stars Without Number, which I'll be posting in the form of Sci-Fitness Exercises(So your players don't ask, "Do you even generate Lift?") So you can all stop skipping Sci-Fi day in your DM workout routine.
What we'll actually be using to run the system, and develop mechanics, however, will be Ultramodern5, a Sci-Fi/Modern re-vamp of D&D 5e, with a few extra rules necessary for space stuff.
All you really need to know about it(unless you're planning on running this setting yourself) is that your 5e D&D races, monsters, and items just need a bit of Sci-Fi fluff for them to work with U5.

So, without further ado, let's get started on this setting!
First major question of the thread: Psionics, Yes or No? Do we want just Sci-Fi tech, or should Psychic abilities be used in the setting as 5th Edition uses magic? If Psionics are included, how rare or common should they be?
Second Question:
What's your favorite flavor of galactic organization?
Let's come up with 5 rough ideas for major Organizations/Empires/Tyrannies that make up the core structures of DMB government. Think of them as something like the 5 colors of Magic in MTG, or the many factions in Warhammet 40k, where they may fight against each other or form uneasy alliances.
My reasoning behind this is that, in a Space Setting, locations are always in flux, so the structure of a Space setting isn't where Players are, but what Ideals the players are dealing with. Was the Empire forged on great honor and valor, or bt sneaking conniving plotters? Do the space traders seek a mutually beneficial relationship, or are they just measuring up how much your organic matter will fetch on the market? Does the Cosmic Space Corp have everyone's best interests in mind, or are they more than willing to sacrifice you in the name of greater good by means of human (and alien) experimentation?
Anyway, I'll hope to have our first Sci-Fitness exercise posted within the next day or to, in the meantime, discuss and let's get the setting off the ground.
Also, we'll probably need something resembling a map of the DMB.
BONUS: Post cool Sci-Fi imagery every time you post for fun and inspiration.
