4. People they Lead
Since the monarch is dragonborn, perhaps the entire aristocracy should be. In fact, why stop there?
If the dragon king is also considered divine, then (s)he be must either be a dragonborn cleric or paladin. The whole ruling caste are likewise dragonborn with religious inclinations, and are considered nobility or otherwise sacred to their subjects.
However, they are more than just religious figureheads, but are also valued for their prowess in battle. In any given conflict, it is often expected of these dragonborn nobles to lead their men in open combat. Battle is an act of religious significance, and seen as a chance to commune with the divine. Should an actual dragon descend upon the battlefield, it would be considered an avatar of the gods, if not a god itself.
In order for yet another tie-back, perhaps the next caste (if there is one), are lizardfolk. They are the bureaucrats and merchants that carry out their dragonborn masters' will. They handle the logistics behind each battle, distributing loot and gains to the people with cold, unbiased accuracy. In times of peace, they are the magistrates and adjudicators, lawmakers and the like.
Then, there are the warm-blooded races, which make up the bulk of the "lower class" and the masses. They are the farmers, soldiers, scholars, slaves, conscripts, craftsmen, artisans, etc. These are usually considered menial jobs and pay little, thus many able-bodied folk join the raiding parties and warbands to supplement their income.

10.) Advisors under the King (Head-Minister of Science and Archon of Libraries):
An old Dwarf called Bâelun. Grown up in one of the dwarven mountain-forts of the dwarfs, he took to hording as early as he could. Unlike his brethren, his obsession did not focus on gold or gems, but on books and scrolls instead. Over the centuries, he amassed his own hort of knowledge and power.
During his travels, the dwarf got to know a young prince that eventually grew into a King. The King asked his friend to lend him his wealth to strengthen his empire in exchange for a place at his side.
Bâelun needed some convincing of course, but in the end his sense of friendship overcame his greed and selfishness, and he took the post as Head Minister of Science and Archon of Libraries. He comes with his personal crown jewel, a gigantic collection of books and scrolls from all over the world that has its own level in the castle dungeons (constructed by the dwarven monarch and his artisans as a gift. I'll take number 1 race. Human of course would be an easy choice, but it would be interesting if it was a family or clan of White Dragonborn. I'd like to raise Goliath to the front here But imagine it, a kingdom filled with Goliaths as the ruling class. I'm thinking really viking inspired really, with a high-king (king) ruling over the kingdom but jarls ruling over their own territories.

It can still be Viking inspired with Goliath's as part of the aristocratic class and respected above the other races for their battle prowess. I was thinking the far northern reaches would be abundant with cold acclimated humanoids like white or silver dragon born. Goliath's certainly would be a durable race. Why not mix both races into the culture, with the frost dragon or ruling by divine right with an elite Goliath warrior caste?

Can I possibly suggest a different style? I very much like the bureaucratic democracy I'm running in my personal world. The government is ruled by the major factions of the country, which are appointed by rank and sway within their respective factions. Each serve possibly consecutive 5-year terms, then move onto veteran or retired status within the fation. From there, each faction holds power within the government, and the heads of each make up a counsel of figures that holds the power of the president or king. Government facilities are worked by factions according to the most involvement- public works by engineering guild, transport by logging and carpentry guilds, etc- and military forces are controlled by the counsel, each faction having hold in each branch, so as to not give total advantage of Marines to the fishers and the Mounted Air Force to the loggers.
What I would do to incorporate this form of bureaucracy into the monarchy, would be to roll the counsel into the King's Counsel or something similar to the House of Lords/Buhrgesses. Each faction would then still hold power, which would act as a check against the insanity or absolution of a corrupted king, as well as the peoples' voices within the king's hold.
Otherwise, if my two cents don't quite make the cut, I would err on the safe side and run a Constitutional Monarchy.

As far as appearance I like the idea of bigger than life inward appearance and smaller than expected actual appearance. 1. Race Gnome 2. Class Bard/Tinkerer 3. General Appearance Think the Mini Me of Napoleon or Master of the dynamic duo MasterBlaster in MadMax 3 Thunderdome. Regal in clothing, golden hair, fair skin and about 2 ft tall.
Our Gnome Monarch thinks when he speaks to his subjects he towers above all he rules. The Throne is set on a rising and lowering platform when ever he is in his throne room having his court the platform is adjusted before he enters the room so he is a foot taller than the tallest of his guests. When the Monarch is at the All-Thing he rides on top of a Giant... so yeah I guess a little more like MasterBlaster in Thunderdome.
6./7. What designates that the monarch can no longer rule? What happens when the reigning monarch can no longer rule? It the crown so heavy that the seat sits vacant until a suitable ruler can be found?
The Monarch can rule until he has an Heir or chooses a replacement under the absolute Monarch. Under the Federalist Monarch we would see an "All-thing" where yearly, bi-yearly, once a decade or when ever needed that the Jarls and lower leaders of the land would meet. Here at the All-thing the leaders would choose the next Monarch or bring about grievances against the current Monarch in order too seat a new one. The All-thing can be a yearly festival done right after the Harvest where the crops can be traded, money exchanged or deals are made. If the position sits vacant then no new trade deals are made, no conflicts can be started with rival clans or city-states during this time everything becomes stale so it is in the Jarls best interest to get and keep some one in the position.
8. How do the people under the monarch view them? Is the Monarch loved? Is the monarch feared? Is their word and personal tastes a code in which everyone should live their life like?
People love that little guy but are scared of the giant he rides.

9. I believe outsiders would view the land as a strong nation. While not immensely powerful, strong enough to be a legitimate threat or a good friend to have on your side. The imagine the people viewing Vasoror's citizens as strong and independent, but loyal to their class systems and old traditions. Vasoror engages with trade with nearby nations and kingdoms, however the most coveted item from Vasoror is dragon bones and scales. Something which is not permitted to be exported. Which I can only imagine causes some tensions with Vasoror's trade partners who perhaps see this as hoarding such valuable items.

He takes the oaths he took very serious and would give his life for the royal family. He can usualy be found training the royal guards or in close proximity to the royal family.

As it stands this is roughly where we are at for the absolute monarchy of Vasoror which is roughly a Viking area. There is some nomad barbarian people already written about. Check the link for more.

12. while the people like to call themselves dragons they have lost the ability to truly become dragons. Only those of the divine-royal blood have the ability to become like the great drakes of legend, and even then the ability is rare and all those who possess it are considered the true heirs of the kingdom.
there are factions that say that the royal family are unfit to rule due to none of them being able to turn into dragons, and most see this weakness as a result of co-inhabiting with the "lesser" races.

The last person standing gets to fight the current king in one-on-one combat. The survivor gets/retains the crown. Should both die, the second to last person standing (if still alive) becomes king.
12. I would like to imagine that, at the very least, a tribe of kobolds live in/around the main city and worships the dragonborn.

I like this idea If you don't mind I'd like to expand that: To qualify for the tournament, a contestant first has to travel the lands he wants to rule for 5 years, aiding the people with their lives (as a kind of wandering mercenary / farmhand / sage / whatever) to gain a connection to the struggles his subjects go through. During you carry the title of a "Becoming". This title doesn't carry any power, although it is the implication that the Becoming himself should give the title meaning with his actions. When a Becoming wants to enter the tournament and they acted inapropriate, any citizen can object. If they can present 5 witnesses of the bad deed, the king can deny the contestant participation.
I feel this fits a northern kind ruler that seem a bit closer to their people as most other civiliations. Plus it'd give the DM a nice reason for a helpful NPC to be in a town doing cool things

The Monarch is determined by divine intervention, that is through the Crown of Vasoror. This powerful artifact protects the monarch from danger, but also judges them. If they ever fall out of favour with the gods the Crown teleports from the head of the King to the head of the worthy successor. It is impossible to remove the crown from the head of one who it has chosen.
