I need some help - I have come back to D&D many years after playing AD&D to dungeon master games for my sons.
We are having a dispute over the dual wielding rules. One of my chaps want to wield two Elven lightblades. He thinks there should be no penalty/modifier for them as they weigh the same as daggers (1lb) and there is no penalty to use two daggers. The blades are longer than daggers, they are short sword length. Although the 3.5 rules (PM p160) state that there is a penalty in the primary hand (-4) and for light weapons in the off hand (-8), the rules do not overtly state that there is a penalty for using a light weapon in the primary hand when dual wielding.
I think that it should be a modifier for each hand, at the least there should be some modifier for the off-hand.
How would you play this?

Thanks I would need to know where they are listed, but I'll assume they are Exotic Light Weapons, a cross between a rapier & shortsword (1d6, 18-20/x2).

This is not really material, either they are a light weapon or not. There is no difference between a simple/martial/exotic weapon when determining two-weapon penalties.

I don't think this is true. There may be a class ability that allows this, but then it would only apply to daggers. I know of no such.

The penalty applies whether the primary hand is holding a Light or One-handed weapon.
The only advantage to using an off-hand weapon in primary hand is you can switch which hand is considered primary; if you don't have the feat, you can decide which weapon you want to have the lower penalty on from round to round.

There are various advantages to using a light weapon in your primary hand such as while grappling or with Sleight of Hand. However, the fact that a light weapon is easier to use in the off-hand does not mean it is also easier to use in the primary hand. Bear in mind that when doing two-weapon fighting, you only ever get one additional attack with the off-hand weapon.
Multiple attacks made with the Full Attack action all occur with the primary hand.
The penalty to primary hand attacks also applies to all primary hand attacks made with Full Attack action.
